Matthew T. Bailey is an intellectual property and defense acquisition consultant with experience as a government lawyer, IP litigator, and Department of Defense acquisition leader, advising US and international companies operating in complex, regulated environments.
With a background in electrical engineering and patent law, he has advised US, European and Asian technology companies as an AMLAW 100 partner and later served as Director of Intellectual Property Law for the IP Cadre with the U.S. Air Force.
Drawing on 30+ years across private practice and government, he helps growing organizations operating in complex, regulated environments use intellectual property strategically to reduce risk, accelerate acquisition, and achieve mission and business objectives. His work is often focused on companies transitioning from early-stage or limited engagements into sustained participation in defense programs, where structure, positioning, and execution become materially more complex.
Background in electrical engineering provides the technical depth to understand complex inventions, patents, and the innovation at the heart of government and commercial transactions.
Served as AMLAW 100 partner advising domestic and international technology companies on IP strategy, litigation, licensing, and high-stakes transactions. This includes work with companies based in Europe, Japan, and South Korea seeking to operate within or expand into the U.S. ecosystem.
